What does Oregon law guarantee in every one of these cities?
As of October 2026, ORS 197A.425 (first passed as SB 1051 in 2017) requires Oregon cities over 2,500 people to allow at least one ADU with each detached single-family house inside the urban growth boundary. A city may apply reasonable siting and design rules, but those rules cannot require the owner to live on the property or require additional off-street parking.
Who reviews an ADU in Beaverton?
The City of Beaverton, under the Beaverton Development Code, not Portland. That means different size, setback and review rules from the ones on our Portland pages. Sewer service in urban Washington County runs through Clean Water Services rather than Portland's system, which affects connection planning and fees.

Can I build middle housing instead of an ADU?
Possibly. Under HB 2001 (2019), cities inside the Portland Metro boundary with more than 1,000 residents must allow duplexes, triplexes, quadplexes, cottage clusters and townhouses in residential areas, with a deadline of June 30, 2022. A second dwelling under those rules is a different permit type from an ADU, with its own standards. We compare both when your lot is large enough.
What do you check first on a Beaverton lot?
- The zone and the current ADU size and setback standards in the development code.
- Any HOA covenants, which are common in planned subdivisions and are a private matter separate from city zoning.
- Sewer and water service location and capacity.
- Trees, slopes and easements on the lot.
Will the Portland numbers apply to my Beaverton house?
No, and it depends on the code in force when you apply. We did not find a current City of Beaverton ADU summary we could verify, so we confirm the size cap, setbacks and fees with the city for your address before design. Older third-party summaries of Beaverton rules may be out of date.
