What goes into an ADU permit set?
- A site plan showing setbacks, coverage and distance from the front lot line.
- Floor plans, exterior elevations and a building section.
- Structural design for foundations, framing and any beams in a conversion.
- Energy code compliance for insulation, windows and heating.
- Utility details: electrical load, water and sewer connections.
Who reviews ADU permits in Portland?
As of October 2026, ADU building permits in Portland go through Portland Permitting & Development. Plan reviewers issue checksheets listing corrections, and we answer them and resubmit.
How do you handle the SDC waiver?
Portland waives system development charges for new ADUs whose owners agree not to use the property for short-term rental for 10 years. The application goes to the city's Revenue Division with the permit number. We prepare it with you if you choose the waiver. See the SDC guide.

What if my design does not meet a standard?
Portland routes that case to an Adjustment Review. The city describes it as discretionary, roughly 8 to 10 weeks, with no guaranteed approval. We design to the standards wherever we can to avoid that step.
Do the suburbs work the same way?
No. Beaverton, Lake Oswego, Milwaukie and Gresham each run their own planning and building review. Gresham, for example, reviews ADUs through a Type I decision by city staff. Each area page covers the local points.
Should I hire design separately?
It depends on your plans. A separate designer can work well if you already have a builder. Keeping design and construction together means the price is set by the people who will build it, and changes during permitting stay in one conversation.
